Kansas City replaced PeopleSoft CRM with MyKCMO in March 2021. The city publishes the two eras as separate datasets with incompatible schemas. Conforming them uncovers a severe civic casualty: a 63% collapse in taxonomy depth, and the total loss of neighborhood boundaries and SLA breach tracking.

The March 2021 Cutover: A Hard Replacement, Not a Parallel Run

Monthly volume recorded in 2021 confirms that traffic split rather than duplicated. Individual request matching is impossible.

Engineering Insight: The two datasets overlap on calendar dates for 8 months, which initially looks like a parallel run. But monthly volumes refute this: March 2021 was a hard cutover splitting the month (2,206 PeopleSoft vs 8,963 MyKCMO). No single request was recorded in both systems. Therefore, schema conformance must be proven through distributional shifts and category crosswalks, not record-level joins.
